- Tropical Storm Francine is beginning to move just east of due north but did not strengthen overnight.
- Francine is beginning to move more to the north and is expected to strengthen through the day. Francine will bring moderate to life-threatening coastal flooding, strong to damaging winds, heavy rain and a few tornadoes possibly as early as late tonight and through Thursday morning.
- East Baton Rouge Parish is under the following watches and warnings:
- Flood Watch in effect from September 10, 07:00 AM until September 12, 07:00 AM.
- Tropical Storm Warning.
- Francine is still forecast to strengthen to a category 2 hurricane before landfall along the Louisiana coast.
- The most likely time of arrival of Tropical Storm Force Winds still look to be Wednesday morning. However, if the storm speeds up, winds could arrive as early as overnight Tuesday night.
- The NWS is forecasting the worst timing for winds in EBR is Wednesday evening. During this timeframe gusts of 58 – 73 mph are possible.
- Locally, most rain will occur Wednesday and Wednesday night.
- Exact totals will depend on whether any banding features set up across the local area and high rainfall rates could still result in significantly higher local amounts.
- The NWS is currently forecasting 4-6” of rainfall with locally higher amounts possible Wednesday for EBR. 6-8” of rainfall with locally higher amounts is forecasted for EBR today through Saturday.
